Can someone explain why do the Flyers need Jody Shelly?

What does he offer that makes him important to the team, because I just want to understand why we have him?  I know he is there for throwing big checks and fighting, but is that all he can do for the team?  I would like him more if he could play better defensively or be able to do more than just fight.  Am I expecting to much from an enforcer role player to be able to do more than just fight?  

I guess the big question I have is why wasn't he waived when Walker, Bartulis, and Betts were waived to lose a contract for Couturier?  Also do the Flyers need an enforcer like Shelly?

I bet he is great guy off the ice and he has had some good fights with bigger opponents, but on the ice I don't like him playing for the Flyers because of his cap hit and the bad penalties he takes that gets him suspended.
